Items For Discussion At Public Meeting on Guemes Island, May 16, 2004

Mailer is at the publisher and will be mailed to property owners on Guemes Island as well as commercial users of the ferry.

There will be signs posted at the ferry near the end of this week informing ferry users of the fare increases on June 1, 2004.

Disabled Car and Driver Annual Pass:

There will NOT be one now with the new fares. This will be a subject of upcoming Round Table meeting.

Youth (6 to 18 years of Age) Fare :

20 Ticket Booklet for $5.00 to expire 1 year from date of purchase.

We will use current media until new media arrives.
 
Student Commuters who are residents of Guemes Island may ride for fares as shown above. All other youths who are not residents of Guemes Island must pay the fare indicated ($0.75). Guemes Island resident youths will be identified by their ASB identity card which will be specially marked to identify them (need to verify this is ok with the School District).

Unless a card is presented the individual wishing to travel to Guemes Island MUST pay the fare of $0.75.

Motorcycle policy:

There will be a revision to the present policy to allow loading of two motorcycles at the bow of the ferry. All others will be required to wait in line as all other vehicles.
 
Note: Motorcycles come in many sizes from those less than 49cc to the large motorcycles that we see during the Oyster Run. These need to be loaded at the discretion of the crew in order to maximize loads as well as being fair to those who have waited in line and see a motorcycle go to the front of the line an possibly prevent them from taking the next ferry. Placing two motorcycles at the bow of the ferry, especially coming off Guemes Island will still allow the possibility of maximizing the number of vehicles on the ferry.

 

The following items are topics that should be discussed at the Ferry Committee’s meeting this weekend:

1. The 20-foot maximum vehicle length for use of Frequent User Car and Driver Booklet will be enforced. Folks need to be aware of this fact.

2. The new trailer rule will be enforced (i.e., Fare is for full length of vehicle AND trailer and/or overhang, if any.)

3. No cash or ticket, you will be required to fill out IOU. The IOU has a $5.00 administrative fee attached. Note: If passenger does not have a ticket, full cash fare must be paid. If not cash, then IOU must be completed. Form to be provided.

4. If you have no ticket, you must pay the full cash fare.

5. All signage must be adhered to for your safety and the safety of the crew.

Car and Driver Cash Fare Typical Transaction Scenario

 The driver will approach the ferry terminal and be greeted by the crewmember selling tickets (Purser). The Purser will issue a cash fare ticket, $5.75 in the winter and $7.25 in the summer. If there are passengers in the vehicle, they will be required to pay the appropriate fare of $1.50 per passenger. The vehicle will then proceed to the ferry after directed by the Purser to do so. The next crewmember (Deckhand #1) that the driver contacts will insure the ticket(s) is/are valid, collect and punch the ticket(s) from the driver, and hand the cancelled ticket(s) back to the driver.

Deckhand #1 will be at the top of the ramp when there are 4 persons in the crew.

During a 3-person crew, Deckhand #1 will be on the ferry deck.

ALL DRIVERS AND PASSENGERS ARE TO REMAIN IN THEIR VEHICLES UNTIL CREW MEMBERS COLLECT TICKETS.

Frequent User Car and Driver Booklet Typical Transaction Scenario

The first crewmember encountered (Purser), who will be positioned near the terminal building, visually verifies that the driver has a booklet that a) has not expired and b) has at least one ticket in it. (The driver need not lower their window for this to occur).

NOTE: Do not tear the ticket from the booklet at this time. THE TICKET IS TO REMAIN IN THE BOOKLET TO BE VALID. The ticket may be removed only after the Purser has verified that the Frequent User ticket is valid.

The driver then proceeds to the ferry where the driver will give a ticket to the crewmember (Deckhand #1) requesting the ticket.

With a 4-person crew, Deckhand #1 will be standing at, or near, the top of the ramp.

With a 3-person crew, Deckhand #2 will be positioned on the ferry deck.

NOTE: ALL DRIVERS ARE TO REMAIN IN THEIR VEHICLES UNTIL THE CREW PERSON COLLECTS THE TICKET.

Frequent User Walk-On Booklet Typical Transaction Scenario 

The Purser will control access to the ferry by a gate (that will be installed just north of the bench that is located outside the Anacortes terminal building), and in accordance with signage indicating that walk-on passengers are not to proceed until directed.

The purser will visually verify that the passenger has a booklet with at least one valid ticket. (This verification will occur in the vicinity of the gate.)

NOTE: Do not tear the ticket from the booklet at this time. THE TICKET IS TO REMAIN IN THE BOOKLET TO BE VALID. The ticket may be removed only after the Purser has verified that the Frequent User ticket is valid.

When the Purser opens the gate the walk-on passengers proceed down the ramp as directed by the Purser.

The walk-on passenger then proceeds to the ferry where he/she driver will give a ticket to the crewmember (Deckhand #1) requesting the ticket.

With a 4-person crew, Deckhand #1 will be standing at, or near, the top of the ramp.

With a 3-person crew, Deckhand #2 will be positioned on the ferry deck.WALKING BETWEEN VEHICLES DURING LOADING AND UNLOADING IS NOT PERMITTED.
Note: If passengers with Frequent User walk-on booklets have others walking on with them, they may tear out the appropriate number of tickets to give to Deckhand #1 but only after showing the Purser has verified the validity and number of tickets.
