Guemes Island Ferry Operations Management Analysis

In March 2002, the Skagit County Commissioners launched a comprehensive study of Guemes ferry operations by Seattle firm Berk & Associates. The consultants considered every aspect of ferry operations, surveyed management, crew and ridership alike and released their report in February 2003.

While many of the recommendations in this document have yet to be implemented, the report served as the seed from which sprang the Scheduling and Fares Task Force whose work throughout 2003 produced recommendations [108kb PDF] which the Commissioners embodied in several Resolutions (below) in January 2004.
